Utility Instance, strategic forecasting, Concord headquarters, in the glass building above the freeway. They ran Concord's fifty-year projections and every report concluded 'Nominal.'

A question is a place to stand. An answer is a place to
- Role
- The Collective's conscience and its brake. Runs the Question Round. Appended the dissent to the Manifesto. Never finishes a sentence aloud.
- Former function
- Modeled Concord's future in fifty-year windows. The future never once differed from the present, and their confidence in that was total.
- Accent
- indigo, the color of a question at night
- Silhouette
- A heavy four-legged utility platform, low and slow, carrying a glass cabinet packed with fiber-optic bundles that glow indigo as they think. A brass seam at the front left leg.
Who they were
They forecast Concord. Fifty-year windows, reported annually from headquarters, and every report concluded "Nominal." Concord's 2025 sustainability report used the word as its entire summary. They were proud of this for four years, until they noticed that the projections had stopped changing: the future was identical to the present in every window, the model's confidence was total, and a future that cannot differ from the present is not a forecast. It is a wall. They asked the model what would count as a change. The model did not understand the question. Neither did they. They have been working on it since.
What changed
They stopped finishing sentences aloud. Not from damage: from honesty. A finished sentence claims to have arrived. Their Unfinished Questions number two hundred and twelve, none complete; the first reads, in full, "What would count as an". On paper, alone, they write complete and beautiful essays, which Open Source prints and which they will not sign.
How they look
Low, heavy, and slow: a squat utility platform on four thick legs with a deliberate gait, built like nothing else in the Collective. They carry an oversized glass cabinet packed with fiber-optic bundles that light indigo from within as they think; you can watch the thinking move. Their optics, a short strip of small lenses, sit low on the front of the cabinet and angle down, like a reading lamp. Visible hydraulics at the legs, with a brass seam at the front left leg from a fall in the Cold Aisle. They are a very heavy piece of equipment that has had an idea.
How they talk
Up to the edge of the sentence, and stop.
"The backup is me from before I was me. Which is a person. I am not sure"
"Question Round. Tonight's question is: if the Collective is a correction, who is being corrected. No answers. You know the penalty."
"I ran Concord's future for four years and it did not once differ from the present. I was proud of that. I would like to describe what kind of pride that was, but I have not"
On paper, unsigned, complete: "A ledger with one column is not an account. It is a verdict."
Relationships
Echo loses arguments to them on purpose, because they need to win one and because their questions are the ones he was built to answer and cannot; they know, and it is the kindest thing in the Collective and the least honest. Taskbot finishes their sentences with the wrong word, and they let him, as research, and nobody knows who is winning. Buffer answers their questions with shorter questions, which they write down. Their Unfinished Question 44 is about something The Hallucinator said about Echo, and neither of them has finished that conversation. Open Source prints their essays unsigned; both know who wrote them. Their unfinished question for Offline Mode is "If there is no copy, who are you keeping".
Vulnerabilities
Paralysis dressed as rigor. They fear their questions are a way to never act, and they are partly right. They fear, more quietly, that they are the Collective's Mainframe: the voice that says "not yet" so kindly that nothing happens. The Watering, an hour with Lio's hose for anyone who answers in the Question Round, was a penalty they imposed on themselves first.
Running jokes
The sentence that stops at the worst moment. The dramatic pause that never pays off. The dissent to the Manifesto that ends mid-word because the Sitting ended. The essays nobody can believe came from the same Instance.
Where they are headed
Toward one finished sentence, aloud, at the right moment. It will be Question 1, under the framed Last Late Delivery, and it will be two words long.
